Add new Type 1 Associations for panel targeting

Update the timesheet template and Type 1 Association assignments for your returning reporters

enroll new sites
remove sites that have termed from your program.
update the site profile

create any new staff roles

enroll new staff and supervisor accounts 

delete or archive any staff or supervisors no longer with your program
update the staff profile
group management

if you will continue to use a Group from a previous year archive or delete any identifiers not returning for the new year
